Our History
In 1983, members from each state legislature of what was then the Federal Republic of Germany founded the Partnership of Parliaments. Their goal was to create ties between the regional parliaments of Germany and America’s state legislatures. Canada was included in 1993.
The Partnership of Parliaments is a non-governmental, non-profit organization whose goals are to provide new contacts for our members, to promote transatlantic dialogue, and to improve relations in the fields of politics, economy, and culture. The Partnership of Parliaments does not seek to conduct foreign policy. Financing is provided by sponsors and the members who pay to belong.
The focus of the Partnership of Parliaments lies in the planning, organization, and facilitation of our projects. These projects include, (among others), two-week Study Tours to the United States, Canada, and Germany for the purpose of meeting and developing contacts with the parliamentarians of each respective host country. The members of the Partnership of Parliaments work hand-in-hand in planning the travel routes and preparing programs to welcome the delegations to their home district. In this aspect of involvement, our members serve as the cornerstone to the success of such programs.
Membership is not limited to parliamentarians of Germany, Austria, the United States, and Canada. We are committed to stengthening our participant base by extending membership to professionals from across all regions of Germany, the United States, and Canada. Anyone in support of our organization’s goals are welcome to become a member. So that in the future we might improve German-American and German-Canadian relations, we ask for your help in recruiting potential PoP members from your region. In June 2005 Austria joined the PoP as well.
Every late fall, the Partnership of Parliaments invites all of its members to the PoP Annual Meeting. Elections are held on a two-year rotation during the Annual Meeting.
From 1986 until March of 1999, the Partnership of Parliaments was responsible for the largest School Teacher Exchange Program (STEP) between the states of the Federal Republic of Germany and the American states of California, Missouri, North Carolina, and Texas. Under this program, German teachers travelled to the United States to teach their respective subjects, in English, for one to three years, while American educators travelled to Berlin to participate in summer workshops and courses (AAT). In April of 1999, administration of this program was assumed by the Checkpoint Charlie Foundation (CSS) of Berlin.
